Joint Loss Management Committee (JLMC) - aka Safety Committee
Overview
The purpose of the JLMC is to establish jointly between management and employees in an effort to prevent accidents and to reduce the frequency and severity of accidents which do occur. Although profit is not a purpose of the Town of Milford's operation, the same efficiency is desired to ensure full utilization of every tax dollar available. In addition, every employee has the right to a workplace free from occupational and health hazards.
Background: When consistently incorporated with other management efforts, loss prevention techniques have a profound effect on the reduction of personnel injuries, property damage and work interruptions. It is an established fact that a well-trained, well-disciplined and well-supervised individual in a safe and healthful environment is less likely to have an accident. The objectives of this program are focused upon this accomplishment. A low experience of losses in any organization is indicative of quality supervision at all levels and employee recognition and practice of good safety habits during operations and overrules the misconception that accidents are inevitable where hazardous operations are accomplished
The loss control objectives used by the JLMC and Loss Prevent Manual (LPM policy are required and are intended to be used in conjunction with the State of New Hampshire Public Employee Safety Act, RSA 277, as prescribed by the Commissioner of Labor.

New Hampshire Workplace Safety Laws
Every employer shall provide employees with safe employment. Safe employment includes but is not limited to furnishing personal protective equipment,safety appliances and safeguards; ensuring that such equipment, appliances, and safeguards are used regularly; and adopting work methods and procedures which will protect the life, health, and safety of the employees. RSA 281-A:64, I
All employers with 15 or more employees shall prepare, with the assistance of the commissioner, a current written safety program and file this program with the commissioner.RSA 281-A:64, II
- Every employer of 15 or more employees shall establish and administer a joint loss management committee composed of equal numbers of employer and employee representatives. Employee representatives shall be selected by the employees.
NH Admin Code Lab 1403.01 Rules for Employee Safety and Health Requirements:
- Employers shall furnish a place of employment free from recognized hazards causing or are likely to cause death or serious physical harm to its employees.
- Employees shall comply with all safey rules and regulations.
- Employer shall instruct each employee in the recognition and avoidance of unsafe conditions and in the rules applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury.
