Use of Bicycles, Roller Skates Rollerbaldes, Skateboards and Go Peds on Town Street and Sidewalks
A. It is unlawful to operate, attempt to operate or cause to be operated any rollerblade, rollerskate, skateboard or go-ped within the downtown compact area of Milford.
B. It is unlawful for any person to operate, attempt to operate or cause to be operated any bicycle, rollerblade, rollerskate, skateboard, go-ped upon any portion of War Memorial Park, Emerson Park, or the Bicentennial Pathway and all lands and structures that are a part of the Milford Common between the Bicentennial Pathway and the paved roadway of Union Square.
C. It is unlawful for any person to operate, attempt to operate or cause to be operated any bicycle, rollerblade, rollerskate, skateboard or go-ped in any parking lot owned by the town or in any privately owned parking lot without the written permission of the owner of such parking lot.
D. It is unlawful for any person to operate, attempt to operate or cause to be operated a bicycle, rollerblade, rollerskate, skateboard or go-ped upon any roadway in the following circumstances:
I. Between sunset and sunrise; except that a bicycle may be operated during this time when in compliance with applicable state statutes governing lighting and safety equipment;
II. While attached to any part of a moving motor vehicle; or
III. While used in disregard for the safety or well being of the public.
E. Persons operating a bicycle, rollerblade, rollerskate, skateboard or go-ped shall operate in conformance with the rules of the road under state statutes that apply to bicycles. (Ord. 4-2-01 § 1)
A. “Bicycle” means every pedaled vehicle propelled solely by human power upon which any person may ride, except a child’s tricycle.

B. “Downtown compact area” means all roadways, sidewalks, public buildings, exteriors of private buildings and any other parking lots and public lands and properties located in the following area:
I. From the intersection of School Street and Nashua Street-west to Union Square and north to Bridge Street; from the intersection of School Street and Bridge Street-west to Union Square; from the intersection of Amherst Street and Mont Vernon Street-south to Union Square; from the intersection of Union Street and Elm Street-east to Union Square; from the intersection of High Street and South Street-north to Union Square inclusive of all areas contained inside a straight line between all outermost intersections and including Emerson Park and WW II Memorial Park.
C. “Go-Ped” means a skateboard that has a motor attached to it, which propels the skateboard forward or backward. A Go-Ped shall have the same definition as a Moped under NH RSA 259:57. The same statutory requirement for registration of such vehicles and the licensing of operators of such vehicles applies.
D. “Roadway” means the portion of any road that is set aside and maintained for the travel of or parking of motor vehicle traffic.
E. “Rollerblades” means the use of shoes with inline wheels attached, or a frame with in-line wheels attached to be fitted to the sole of a shoe, for skating on a flat surface.
F. “Rollerskates” means the use of shoes with wheels attached side-by-side, or a frame with side-by-side wheels attached to be fitted to the sole of a shoe, for skating on a flat surface.
G. “Sidewalk” means any way that is set aside and maintained for pedestrian traffic.
H. “Skateboard” means every wheeled vehicle intended and designed to be propelled by foot, with one foot on the vehicle at the moment of propulsion. (Ord. 4-2-01 § 2)
A. The fine for first or second offense is as further described in Milford Municipal Code Appendix B - Fines;
B. The fine for third or subsequent offense is as further described in Milford Municipal Code Appendix B – Fines;
C. The device shall be seized by the police for a third or subsequent offense;
D. The seized device will be held for thirty (30) days and returned; and
E. In the case of someone under sixteen (16) years old, the device will only be released to a parent. (Ord. 4-2-01 § 3).
