The Town was awarded $360,000 in federal Congestion Mitigation and Air Quality (CMAQ) grant funding which combined with $90,000 approved as local matching requirements will be applied to signalization and left-turning lane improvements at this congested intersection.
Intersection and Signalization Project: Project Overview
In 2000 The Town made a valuable long-term investment in the acquisition of 270 acres commonly referred to as ‘the BROX Property’. The land serves to provide for ‘community’ needs for the foreseeable future (school sites, recreation and municipal facilities, a valuable supply of earth materials such as sand and gravel, open space, trails, and natural resource protection) and provides an opportunity for tax positive commercial and industrial development that will create jobs and economic development.
The Souhegan River has been an integral part of Milford even prior to its incorporation in 1794. Over the years the citizens of Milford have utilized this waterway for fishing, pre-industrial power for mills, and a multitude of recreational activities including swimming and boating.
Osgood Pond Reclamation
The design and permitting phase of the Osgood Pond Reclamation project has been completed and the project is approved for a maximum of approximately 11.5 acres of dredging. The Board of Selectmen has considered the options and costs for alternative reclamation scenarios and has agreed to initiate the project utilizing the $65,000 remaining in the special purpose fund which had been established for this purpose. While the available funds will only cover a small portion of the project, it is anticipated that approximately 2 acres of the pond in the vicinity of Adams Field can be dredged to a depth that should allow improvement of the fishery. Further, the deeper portion should remain weed-free and possibly provide winter recreation alternatives. The deepened pond area will retain water even when the remainder of the pond is dry. The reclamation is scheduled to begin this fall and should be completed by February. This effort can be viewed as Phase 1 of the overall reclamation plan which includes 4 phases. Additional reclamation beyond this phase is subject to the future availability of funds.
The long anticipated start of construction on South Street Improvements, funded by federal Transportation Enhancement and Special Purpose transportation funds and local matching funds continues to be a high priority. The project, which encompasses the stretch of South Street from Union Square southerly to the railroad right-of- way, includes widening a portion of South Street, undergrounding utilities from Union Square to the First Church of Christ Scientist, relocating overhead utility lines away from the curb from the Church to the railroad, and new sidewalks on both sides of the street, is complicated by complex utility design and easement negotiation.
Hotel Feasibility Study
For years the question has asked as to “Milford needs a hotel, why don’t we have one?” This past February the Board of Selectmen, at the request of the Economic Development Advisory Council (EDAC) authorized EDAC to pursue the work necessary to determine the feasibility of recruiting a lodging facility to Town. A subcommittee of EDAC, working with this Office, has embraced the project, and with the generous donations of several local businesses has obtained matching funds to hire a respected consulting firm in the hospitality industry to prepare a preliminary feasibility study to determine if Milford has the market, demand, and location for a lodging facility. The subcommittee, in its due diligence talking with experienced developers, found that this type of preliminary study is an essential first step. The study was completed in August of 2011 and is available at the Office of Community Development.
